Title II
The purpose of Title II, Part A is to provide grants to State educational agencies and
subgrants to local educational agencies to:
- Increase student achievement consistent with the challenging State academic standards;
- Improve the quality and effectiveness of teachers, principals, and other school leaders;
- Increase the number of teachers, principals, and other school leaders who are effective in improving student academic achievement in schools; and
- Provide low-income and minority students greater access to effective teachers, principals, and other school leaders. [ESSA, Section 2001]
The Title II, Part A program is designed, among other things, to provide low-income and minority students and their families with greater access to effective teachers, principals
and other school leaders. The Every Student Succeeds Act (ESSA) opened new opportunities to Local Education Authorities (LEAs) to attract, support, and retain
effective educators. It is vital that LEAs reflect on how to use Title II, Part A funds in more efficient ways, re-visit traditional uses of these funds, and consider new,
innovative, evidence-based strategies.
